Економічний вісник

Редакційна політика журналу розроблена на основі Кодексу поведінки і рекомендацій щодо найкращих практик для редакторів журналів, підготовленого COPE (Комітетом з етики наукових публікацій). 

Науковий журнал «Економічний вісник. Серія: фінанси, облік, оподаткування» є науковим економічним рецензованим виданням, в якому здійснюється публікація матеріалів науковців різних рівнів у вигляді наукових статей з метою їх поширення як серед вітчизняних дослідників, так і за кордоном.

Для публікації у науковому журналі «Економічний вісник. Серія: фінанси, облік, оподаткування» приймаються наукові статті, написані англійською, українською, російською мовою, які раніше не були опубліковані в інших виданнях. Подані для публікації статті не можуть перебувати на редакційному розгляді в інших періодичних виданнях. В науковому журналі публікуються тільки оригінальні та високоякісні наукові статті. 

Метою наукового журналу є публікація наукових статей українських та закордонних науковців, що спрямовані на розвиток теорії і практики фінансів, обліку, оподаткування та інших економічних спеціальностей; наукове обґрунтування та пропагування фінансово-податкової політики. 

Основними завданнями наукового журналу є:

1. Методологічні – обговорення змісту, проблем та перспектив розвитку теорії і практики фінансів, обліку, оподаткування та інших економічних спеціальностей; 
2. Інформаційні – надання результатів передового досвіду, професійних аналітичних обзорів, інформування про зміни в законодавстві тощо. 
3. Формування наукової спільноти – публікація статей дослідників різних регіонів України та міжнародного наукового простору.

Основні принципи, на яких базується редакційна політика наукового журналу:

• об’єктивність та неупередженість у відборі статей з метою їх публікації;
• висока вимогливість до якості наукових досліджень;
• подвійне «сліпе» рецензування статей (рецензентам не відома інформація про авторів, а авторам не відома інформація про рецензентів);
• колегіальність у прийнятті рішень щодо публікації статей;
• доступність та оперативність у спілкуванні з авторами;
• суворе дотримання авторських та суміжних прав.

Редакція наукового журналу:

– приймає рішення, які зі статей, поданих до журналу, повинні бути опубліковані;

– прагне до задоволення потреб читачів і авторів наукових статей;

– постійно покращує якість журналу;

– забезпечує якість матеріалу, який публікується;

– забезпечує відкритість у відображенні наукової проблематики дослідників України та інших країн;

– завжди є готовою до публікації виправлень, пояснень, скорочень і вибачень, у разі потреби, які мають бути аргументовані.

Основними факторами, що впливають на рішення Редакції журналу про публікацію статті, є перевірка матеріалів на оригінальність, актуальність теми та її значення для дослідників й читачів.

Редакція журналу не допускає до публікації матеріали, які заборонені законодавством України, або посилання на такі ресурси.

Редакція інформує автора про можливі строки публікації, а також випуск журналу, в якому може бути опублікована надіслана стаття. 

Наукова стаття має відповідати вимогам до оформлення статей у науковому журналі «Економічний вісник. Серія: фінанси, облік, оподаткування», які опубліковані у друкованих його виданнях, а також на сайті.

Автори матеріалів несуть повну відповідальність за достовірність інформації, що в них висвітлюється, а також за відповідність матеріалів нормам законодавства, моралі та етики.

Редакція не несе відповідальності за професійно-змістову та методичну коректність матеріалів, що публікуються, а також за коректність посилань на інтернет-ресурси та літературні джерела, що містяться в тексті статті.

У випадку відповідності наданих автором(и) матеріалів меті, завданням та редакційній політиці наукового журналу, редакція здійснює публікацію статей, як правило, в авторській редакції, у протилежному випадку – матеріал відхиляється.

Науковий журнал «Економічний вісник. Серія: фінанси, облік, оподаткування» є безгонорарним виданням.

Науковий журнал дотримується політики відкритого доступу до опублікованого змісту, підтримуючи принципи вільного поширення наукової інформації та глобального обміну знаннями задля загального суспільного прогресу.

Науковий журнал видається у друкованому вигляді із розміщенням номерів на сайті в електронному вигляді.

Політика відкритого доступу журналу розроблена на основі рекомендацій та стандартів Будапештської ініціативи відкритого доступу. Видавець надає доступ до всіх опублікованих в Інтернеті статті (за винятком випадків, коли зазначено інше) для безкоштовного користування читачами, науковцями та установами (наприклад, посилання на вміст або дозвіл на його завантаження, розповсюдження, друк, копіювання та відтворення на будь-якому носії, крім зміни вмісту та для комерційного використання), згідно з умовами Міжнародної публічної ліцензії Creative Commons Attribution Non-Commercial 4.0 (CC BY-NC). Ліцензія за умови цитування оригіналу твору. Для використання його вмісту в комерційних цілях видавець вимагає письмового дозволу.

Редакція наукового журналу сподівається, що її діяльність сприятиме розвитку як вітчизняної, так і світової економічної науки.

Редакційна колегія наукового журналу може у будь-який час змінити будь-який пункт редакційної політики без попереднього повідомлення авторів.

Journal has some policies that have been elaborated according to the Code of conduct and best practice guidelines for journal editors, developed by COPE (Committee on Publication Ethics).

Scientific Journal Economic Herald. Series: Finance, Accounting, Taxation is a scientific economic peer-reviewed publication that publishes materials of scientists of different levels in the form of scientific articles in order to disseminate them both among domestic researchers and abroad.

For publication in the scientific journal Economic Bulletin. Series: Finance, Accounting, Taxation the scientific articles in English, Ukrainian, and Russian which were not previously published in other editions are accepted. The articles submitted for publication cannot be in editorial consideration in other periodicals. Only original and high-quality scientific articles are published in the scientific journal.

The purpose of the scientific journal is the publication of scientific articles by Ukrainian and foreign scholars aimed at developing the theory and practice of finance, accounting, taxation and other economic specialties; scientific substantiation and promotion of financial and taxation policy.

The main tasks of the scientific journal are:

1. Methodological – discussion of the content, problems and prospects of the theory and practice of finance, accounting, taxation and other economic specialties;
2. Informational – providing the results of best practices, professional analytical reviews, informing about changes in legislation, etc.
3. Formation of the scientific community – publication of articles by researchers from different regions of Ukraine and international scientific space.

The basic principles on which the editorial policy of the scientific journal is based are:

• Objectivity and impartiality in the selection of articles to publish;
• High demands on the quality of scientific research;
• Double blind peer review of articles (the reviewers do not know the information about the authors, and the authors do not know the information about the reviewers);
• Collegiality in making decisions on publication of articles;
• Availability and efficiency in communicating with the authors;
• Strict adherence to copyright and related rights.

Editorial Board:

• decides which of the articles submitted to the journal should be published;
• strives to meet the needs of scientific articles readers and authors;
• constantly improves the journal quality;
• ensures the quality of the material being published;
• provides openness in reflecting the scientific issues of researchers from Ukraine and other countries;
• is always ready to publish corrections, explanations, cuts and apologies, if necessary, which must be reasoned.

The main factors influencing the decision of the Editorial Board of the journal about the publication of the article is the verification of materials on the originality, relevance of the topic and its significance for researchers and readers.

The editorial stuff of the journal does not allow the publication of materials that are prohibited by Ukrainian legislation or links to such resources.

The editorial stuff informs the author of the possible publication period, as well as the issue of the journal in which the submitted article may be published.

The scientific article must meet the requirements for the preparation of articles in the Scientific Journal Economic Bulletin. Series: Finance, Accounting, Taxation published in its printed editions, as well as on the website.

The authors of the materials are fully responsible for the accuracy of the information contained in them, as well as for the compliance of the materials with the norms of law, morality and ethics.

The editorial staff is not responsible for the professional content and methodological correctness of published materials, as well as for the correctness of links to Internet resources and literary sources contained in the text of the article.

In case of correspondence of the materials provided by the author (s) to the purpose, task and editorial policy of the scientific journal the editorial staff publishes the articles, as a rule, in the author’s edition, otherwise the material is rejected.

Scientific Journal Economic Bulletin. Series: Finance, Accounting, Taxation is a pro-bono edition.

The scientific journal adheres to a policy of open access to published content supporting the principles of the free dissemination of scientific information and the global exchange of knowledge for the sake of universal social progress.

The scientific journal is published in printed form with the posting of issues on the website in electronic form.

Journal’s open access policy is committed to the recommendations and standards of Budapest Open Access Initiative. The Publisher provides copyrights of all online published articles (except where otherwise noted) for free use of readers, scientists, and institutions (such as link to the content or permission for its download, distribution, printing, copying, and reproduction in any medium, except change of contents and for commercial use), under the terms of the Creative Commons Attribution Non-Commercial 4.0 International Public License (CC BY-NC). License, provided the original work is cited. Written permission is required from the publisher for use of its contents for commercial purposes.

The Editorial Board of the scientific journal hopes that its activities will contribute to the development of both domestic and world economic science.

The Editorial Board of the scientific journal may at any time change any paragraph of the editorial policy without the prior notice to the authors.

Перед публікацією всі статті рецензуються провідними вітчизняними та зарубіжними фахівцями, а також проходять літературне редагування в редакції журналу. 

Рецензенти наукових матеріалів призначаються головним редактором журналу. Рецензування має дві основні функції для підвищення якості наукових досліджень:

– визначати достовірність, значущість і оригінальність статті;

– пропонувати шляхи поліпшення публікацій.

Відгуки про наукові роботи повинні бути об’єктивними. При цьому особиста критика автора(ів) наукової статті недоречна. Рецензенти зобов’язані висловлювати свої погляди чітко й аргументовано.

Рецензент може рекомендувати: 

1) опублікувати статтю в авторській редакції, тобто без внесення будь-яких змін;

2) прийняти статтю до друку після внесення незначних редакційних змін;

3) направити матеріал автору на доопрацювання (в цьому випадку стаття після внесення змін автором знову направляється на повторне рецензування);

4) відхилити статтю без подальшого розгляду. 

Редакція журналу не змінює рішення щодо прийнятих матеріалів, якщо для цього немає серйозного обґрунтування.

Матеріали і статті не повертаються.

Процес рецензування триває не довше 30 днів. Рецензент повинен надати аргументований висновок, уникаючи персональної критики і суб’єктивності. Редакція журналу зберігає таємницю прізвищ рецензентів.

Редакція не несе відповідальності за професійно-змістову та методичну коректність матеріалів, що публікуються, а також за коректність посилань на інтернет-ресурси та літературні джерела, що містяться в тексті статті.

Неопубліковані рукописи не повинні використовуватися редакцією в будь-яких цілях та мають залишатися конфіденційною інформацією для третіх осіб. Автори будуть проінформовані про рішення щодо прийняття та публікації їхніх рукописів якомога швидше. Після прийняття, матеріали, як правило, будуть опубліковані в наступному доступному випуску журналу.

Автори матеріалів несуть повну відповідальність за достовірність інформації, що в них висвітлюється, а також за відповідність матеріалів нормам законодавства, моралі та етики. Висловлені у цих статтях думки можуть не збігатися із точкою зору Редакційної колегії журналу.

Автори наукових статей зобов’язуються:

– нести відповідальність за достовірність фактів, власних імен, фотодокументів, інших відомостей і загальний сенс статті;

– не порушувати умов ліцензійного договору та договору публікації;

– усунути всі недоліки наукової статті (за наявності зауважень від рецензента);

– не подавати статтю до публікації, в якій описується по суті одне й те саме дослідження, у більш ніж одному журналі або первинній публікації. Подання статті до більш ніж одного журналу одночасно розцінюється як неетична поведінка і є неприйнятним;

– не подавати на розгляд в інші журнали раніше опубліковані статті;

– забезпечити оригінальність змісту статті, що не містить запозичень без відповідного посилання;

– правильно подавати цитування на роботи інших авторів, які присутні у науковій статті;

– подавати статті, що не містять матеріалів, які не підлягають опублікуванню у відкритій пресі відповідно до чинного законодавства України (конфіденційної інформації, державної таємниці);

– гарантувати, що імена всіх співавторів наукової статті зазначено в її тексті і жодної особи, яка не є співавтором, до них не віднесено; а також всі співавтори наукової статті ознайомилися з остаточним її варіантом, схвалили її та дали свою згоду на публікацію.

Редакція журналу використовує механізми збереження конфіденційності матеріалів відповідно до чинного законодавства, що знаходяться на рецензуванні.

Будь-які заяви, висновки чи аргументи, які вже використовувалися раніше в публікаціях, повинні бути відповідним чином оформлені.

Рецензент зобов’язаний звертати увагу на істотну або часткову схожість з будь-якою іншою роботою, з якою рецензент безпосередньо ознайомлений.

Редакція журналу відстежує відповідність матеріалів міжнародним етичним нормам, проте  визнає відсутність повної гарантії того, що матеріали дослідження, які подані авторами для публікації, повністю відповідають нормам етики.

Редакція журналу захищає конфіденційність особистої інформації. При використанні персональних даних авторів наукових статей Редакція журналу керується Законом України «Про захист персональних даних». Персональні дані авторів наукових статей використовуються виключно для підтримки процесу опублікування матеріалів статей, експлуатації, підтримки та технічного обслуговування веб-сайта наукового журналу, просування в міжнародні наукометричні бази.

Редакція наукового журналу «Економічний вісник. Серія: фінанси, облік, оподаткування» не має права розкривати інформацію щодо поданої до публікування статті нікому, крім автора-кореспондента.

Редакція наукового журналу дотримується процедури розгляду відповідей (скарг) автора на зауваження рецензента та оперативно реагує на дані відповіді (скарги) й забезпечує подальше уникнення ситуацій з незадоволеними авторами.

Відповіді на зауваження (скарги) в письмовому вигляді автори наукової статті подають до редакції журналу, яка розглядає їх у встановлений термін.

Редакція журналу етично намагається не допускати непередбачуваних випадків та дотримується Норм видавничої етики й докладає всіх зусиль для забезпечення належного розв’язання проблем етичного характеру між авторами наукових статей та Університетом державної фіскальної служби України.

Before the publication, all the articles are reviewed by leading domestic and foreign specialists, as well as pass the literary edition in the editorial office of the journal. 

The reviewers of the scientific materials are appointed by the Editor-in-Chief of the journal. The review has two main functions for improving the quality of research:

• Determine the authenticity, significance and originality of the article;
• Suggest ways to improve publications.

The comments on scientific works should be objective. Thereat, the personal criticism of the author (s) of the scientific article is inappropriate. The reviewers are required to express their views clearly and reasonably.

The reviewer may recommend to:

1) publish the article in the author’s edition, that is, without making any revisions;

2) accept the article for publication after making minor editorial revisions;

3) send the material to the author for revision (in this case, the article is again sent to a re-review after making the revisions by the author);

4) reject the article without further consideration.

The editorial office of the journal does not change the decision on the materials received if there is no serious justification for it.

Materials and articles are not returned.

The review process lasts no more than 30 days. The reviewer must provide a reasoned conclusion avoiding personal criticism and subjectivity. The editorial staff keeps the secret of the reviewers’ names.

The editorial stuff is not responsible for the professional content and methodological correctness of published materials, as well as for the correctness of links to Internet resources and literary sources contained in the text of the article.

Unpublished manuscripts should not be used by the editorial office for any purpose and should remain confidential for the third parties. The authors will be informed of the decision to accept and publish their manuscripts as soon as possible. After acceptance the materials are usually published in the next available issue of the journal.

The authors of the materials are fully responsible for the accuracy of the information contained in them, as well as for the compliance of the materials with the norms of law, morality and ethics. The thoughts expressed in these articles may not coincide with the views of the Editorial Board of the journal.

The authors of the scientific articles must:

• be responsible for the authenticity of facts, proper nouns, photo documents, other information and the general idea of the article;
• not violate the terms of the license agreement and publication agreement;
• eliminate all the shortcomings of the scientific article (in case of criticism from the reviewer);
• not submit for publication an article that describes essentially the same research in more than one journal or primary publication. Submitting an article to more than one journal at the same time is regarded as unethical behaviour and is unacceptable;
• not submit previously published articles to other journals;
• ensure the originality of the content of the article which does not contain borrowings without the corresponding reference;
• properly arrange the citations to the other authors’ works present in the scientific article;
• submit articles that do not contain materials that not to be published in the open print media in accordance with the current legislation of Ukraine (confidential information, state secrets);
• guarantee that the names of all co-authors of the scientific article are indicated in the text of the article and no person who is not a co-author is not assigned to them; as well as all the co-authors of the scientific article got acquainted with its final version, approved it and gave their consent to the publication.

The journal editor stuff uses the mechanisms for preserving the confidentiality of materials that are under review in accordance with the current legislation.

Any statements, conclusions or arguments that have been used previously in publications should be duly executed.

The reviewer must pay attention to substantial or partial similarity to any other work with which the reviewer is directly acquainted.

The journal editorial staff tracks the compliance with international ethical standards, but recognizes the lack of full assurance that the research materials submitted by the authors for publication are correspond to the ethical standards.

The journal editorial stuff protects the confidentiality of personal information. When using the personal data of the scientific articles authors the journal editorial staff is guided by the Law of Ukraine “On Personal Data Protection of”. The personal data of the scientific articles authors is used only to support the process of publishing articles, use, support and technical maintenance of the scientific journal website, promotion to the international science and technology bases.

The editorial office of the Scientific Journal Economic Bulletin. Series: Finance, Accounting, Taxation has no right to disclose the information about the article submitted for publication to anyone other than the correspondent author.

The editorial office of the scientific journal adheres to the procedure for consideration the author’s responses (complaints) to the reviewer’s comments and promptly responds to the such responses (complaints) and ensures further avoidance of situations with dissatisfied authors.

The authors of the scientific article submit the responses to the comments (complaints) in writing to the editorial office of the journal which considers them in due time.

The editorial staff ethically tries to avoid unpredictable cases and adheres to the norms of publishing ethics and makes every effort to ensure the proper resolution of ethical issues between the authors of scientific articles and the University of the State Fiscal Service of Ukraine.

До друку приймаються статті українською, російською та англійською мовами обсягом, як правило, до 15 стор., що відповідають тематиці видання й містять наукові результати, не опубліковані раніше.

Матеріали для публікації із супровідними документами надсилаються на e-mail: ekonvisnik@nusta.edu.ua

На останній сторінці статті повинні міститися засвідчені підписами авторів підтвердження оригінальності дослідження, відсутності плагіату, наявності дозволів, необхідних для використання у статті матеріалів, що охороняються авторським правом, а також того, що стаття підготовлена спеціально для цього видання, не публікувалася раніше і не подана до інших видань.

Супровідні документи:

1. Рекомендація статті до друку (для авторів без наукового ступеня), підписана фахівцем з науковим ступенем і завірена підписом та печаткою установи, яка є зовнішньою щодо Університету ДФС України, та установи, де працює автор (автори) статті.
2. Авторська довідка.

Структура публікації. Наукові статті, що подаються до журналу, повинні мати: 

– індекс УДК;

– JEL Classification Code

– Прізвище та ініціали автора, його науковий ступінь, вчене звання, повна назва вищого навчального закладу, місце роботи (українською, російською та англійською мовами), ORCID ID.;

– анотацію статті українською та російською (не менше 500 знаків);

– анотацію англійською (не менше 1800 знаків, включаючи ключові слова) повинна містити наступні структурні елементи: проблема – Introduction; мета – Purpose; методи дослідження – Methods; основні результати дослідження – Results; висновки та конкретні пропозиції автора – Conclusion. Анотація повинна бути оригінальна (не копіювати скорочену україномовну анотацію). Переклад анотації англійською мовою повинен бути достовірним (не машинним).

– ключові слова українською, російською та англійською мовами (5–7 слів)

– назву статті українською, російською та англійською мовами;

Наукова стаття повинна містити такі необхідні елементи: 

– постановка проблеми у загальному вигляді та її зв’язок із важливими науковими чи практичними завданнями; 

– аналіз останніх досліджень і публікацій, в яких започатковано розв’язання даної проблеми і на які спирається автор, виділення невирішених раніше частин загальної проблеми, котрим присвячується означена стаття; 

– формулювання цілей статті (постановка завдання); 

– виклад основного матеріалу дослідження з повним обґрунтуванням отриманих наукових результатів; 

– висновки з цього дослідження і перспективи подальших розвідок у даному напрямку.

– Список використаних джерел оформляється в алфавітному порядку із зазначенням у тексті посилань у квадратних дужках. Спочатку наводяться україномовні та російськомовні джерела, потім іншомовні. Бібліографічний список складається лише із тих джерел, на які робляться посилання у тексті у вигляді цифр. При складанні списку використаних джерел необхідно дотримуватися національного стандарту України ДСТУ 8302:2015 Бібліографічне посилання. Загальні положення та правила складання.

– Після списку використаних джерел, оформленого згідно із стандартом ДСТУ 8302:2015, наводиться References – транслітерований список цих же джерел, оформлений в стилі APA (American Psychological Association Style). Транслітерацію з української на англійську мову слід здійснювати згідно вимог визначених Постановою Кабінету Міністрів України від 27 січня 2010 р. № 55 “Про впорядкування транслітерації українського алфавіту латиницею”, а транслітерацію з російської мови на англійську – згідно систем, які підтримують транслітерацію літер “ё, э, ы, и“.

Комп’ютерний набір. Стаття подається у форматі MS Word 97-2003 (*.doc) або (*.rtf); інтервал – 1,5; кегель – 14; шрифт – Times New Roman; абзацний відступ – 1,25; поля по – 1,5 мм.

Усі таблиці повинні мати посилання по тексту та бути пронумеровані. Розмір шрифту – 10, інтервал – 1,0. Таблиці повинні бути компактними та відповідати загальноприйнятим стандартам оформлення.

Усі схеми, діаграми, рисунки та формули повинні мати порядковий номер та назву. Формули створені вмонтованим редактором формул Word.

Рисунки, що побудовані у Microsoft Word, повинні бути виконані на полотні або згруповані. 

Обов’язково наводиться джерело інформації, зазначається належність автору (власна розробка, складено автором за матеріалом …, за результатами розрахунків автора). Додаючи у текст графічний матеріал, будь ласка, пам’ятайте, що текстовий блок журналу є чорно-білим.

Автор несе відповідальність за зміст статті. Автор підтверджує, що в матеріалах статті не містяться відомості, заборонені до опублікування, і тому стаття може бути надрукована у відкритому друці.

Автор підтверджує, що надані матеріали раніше не публікувалися і не передавалися для публікування до інших видань, а також містять достовірну інформацію. Автор гарантує відсутність плагіату у статті.

Розміщення матеріалів. Повнотекстові версії номерів журналу представлені на сайті журналу «Економічний вісник. Серія: фінанси, облік, оподаткування», на сайті видавця, а також на платформі «Наукова періодика України» в Національній бібліотеці України імені В.І. Вернадського НАН України та в Національному репозитарії академічних текстів.

Матеріали, оформлені з відхиленням від зазначених вимог, редколегія не розглядає.

Остаточне рішення про публікацію ухвалюється Редакційною колегією, яка також залишає за собою право на додаткове рецензування, редагування і відхилення статей.

The articles in Ukrainian, Russian and English corresponding to the topics of the issue and containing the scientific results that have not been published before are accepted for publication.

For consideration of the publication of an article in the nearest issue please send the following documents to the e-mail address of the journal editorial office: ekonvisnik@nusta.edu.ua to the executive editor of the journal:

1. Recommendation of the article to publication (for authors without an academic degree) signed by a specialist with an academic degree and certified by the signature and seal of the institution that is external to the University of SFS of Ukraine and the institution where the author (authors) of the article works;
2. Author’s note (sample).

On the last page printed copy of the article should contain certified by signatures of authors confirming the originality of the study, absence of plagiarism, availability of permissions necessary for use in the article materials, protected by copyright, as well as the fact that the article was prepared specifically for this publication, was not published earlier and not filed in other publications.

Structure of the publication. The scientific articles submitted to the journal should have: 

– UDC index;

– JEL Classification Code;

– Surname and initials of the author, his academic degree, full name of the higher education institution, place of work (in Ukrainian, Russian and English), ORCID ID;

– The abstract (in Ukrainian and Russian of at least 500 characters, including keywords);

– The abstract (in English of at least 1,800 characters, including keywords) should clarify the conceptual content of the article. In the abstract, the author should provide a brief overview of the results of the study, as well as describe its subject, purpose and methodology used in the study. The abstract should contain the following structural elements: Introduction; Purpose; Methods; Results; Conclusion;

– Key words in Ukrainian, Russian and English (5-7 words);

– The title of the article in Ukrainian, Russian and English.

The scientific article should contain such necessary elements: 

– Issue setting in general and its connection with important scientific or practical tasks; 

– Analysis of publications which initiated the solution of this issue and by which the author was guided, the identification of previously unsettled parts of the general issue to which the article is dedicated (with references to the original sources indicated in the bibliography to the article); 

– Purpose and tasks of the research which must be solved to achieve the goal; 

– Presentation of the main material which covers the theoretical and practical aspects of the results of the study. This part of the manuscript makes almost 90% of its volume. Here the author reveals the topic identified in the title on the basis of his own research, analytical observations or arguments on the hypotheses, provisions expressed by other scholars. As a rule, in this analysis the approaches of other researchers are indicated, so it is important to cite them appropriately indicating the reference. In the text they are given in square brackets, for example, [2, p. 25; 5, p. 33-38], where the first figure indicates the sequential number of the source in the bibliography and the second one is the corresponding page in this source; one source (without pages) is separated from another by semicolon; [3; 4; 6; 8; 12; 15].

– Conclusions from this study should reflect the results of provisions, hypotheses, recommendations and prospects for further exploration in this direction considered, substantiated, proposed by the author in the main text.

– The bibliography is executed in alphabetical order with indication of the references in square brackets in the text. The list includes only those sources that are referred to in the text in numerical form. When drawing up the list of the used sources it is necessary to follow the national standard of Ukraine DSTU 8302: 2015 Bibliographic Reference. General drafting provisions and rules.

– After the list of used sources, drawn up in accordance with DSTU standard 8302:2015, set a References – transliterated list of these same sources, decorated in style APA (American Psychological Association Style). 

Computer typesetting. The article should be submitted in printed and electronic versions in MS Word 97-2003 format (files with .doc extension). The form and content of the text files must be thoroughly checked. The volume of article is 15 pages (including formulas, tables, figures, list of references), printed on A4 format paper in 1,5 intervals, font size 14, Times New Roman; the margins on all sides – 15 mm.

All tables should have a text link and be numbered. Font size – 10, interval – 1.0. Tables should be compact and meet accepted standards of design. All circuits, diagrams, drawings and formulas must have a serial number and a name. The formulas are built with Word Editor’s built-in editor. Drawings built in Microsoft Word must be executed on canvas or grouped.

Always provided the source of information, notes author affiliation (own design, material prepared by the author …, according to the calculations of the author).

The text block of the journal is black and white, so the elements presented in colour will differ only in shades of grey after printing.

The author is responsible for the content of the article. The author confirms that the material in the article does not contain information that is prohibited for publication, and therefore the article may be printed in open print. The author confirms that the submitted materials have not previously been published and have not been transmitted for publication in other publications, and contain reliable information. Author ensures that no plagiarism in the paper.

Placing materials. Full-text versions of the journal numbers are presented on the site NUSFSU, as well as on the platform “Scientific Periodicals of Ukraine” in the National Library of Ukraine named after V.I. Vernadsky of the National Academy of Sciences of Ukraine and the National Repository of Academic Texts.The materials executed with a deviation from the specified requirements are not considered by the Editorial Board.

The article is accepted for review and passed to the reviewer only if there is a complete package of supporting documents and compliance with the requirements for registration.

The final decision on publication is adopted by the Editorial Board which also reserves the right to additional review, editing and rejection of the articles.

Для ідентифікації автора наукової роботи редакція використовує унікальний ідентифікатор науковців ORCID. Ця система надає можливість ідентифікації наукових робіт, написаних різними вченими з однаковими іменами та прізвищами. 

Науковим статтям, опублікованим у журналі, присвоюється індекс DOI (Digital Object Identifier) – ідентифікатор цифрового об’єкта.

Плагіат, при якому один автор наводить ідеї, слова або інші результати творчого вираження других авторів, як свої власні, є явним порушенням таких етичних принципів.

Матеріали, що надсилаються для публікації, перевіряються усіма доступними для редакції засобами для запобігання плагіату.

Всі автори несуть відповідальність за зміст статей, опублікованих видавцем журналу. Отже, відповідальність кожного автора полягає у тому, щоб гарантувати, що статті, подані на розгляд до редакції, підготовлені з дотриманням високих етичних стандартів стосовно плагіату. Будь-яка схожість матеріалу з текстом опублікованих робіт або сумніви в плагіаті повинні бути негайно повідомлені редактору.

Щоб повідомити видавця про можливі факти плагіату, надішліть електронного листа редактору журналу, вказавши дані, що необхідні для розслідування:

а) імена та контакти особи (осіб), що висувають претензії у зв’язку із порушенням їхніх авторських прав;

б) бібліографічні дані оригінальної роботи (назва статті, автор, місце та дата публікації);

в) цитата (ідея, твердження) у статті, автор якої, як стверджується, здійснив плагіат;

г) зазначення конкретних сторінок, розділів, абзаців в кожній роботі, що свідчать про наявність плагіату.

Після завершення розслідування Редакційна колегія журналу на основі рекомендацій редактора визначить штрафні санкції, які будуть застосовані до автора, що вчинив плагіат. Всі аспекти розслідування є строго конфіденційною інформацією. Імена та контакти особи (осіб), що висунули претензії будуть залишатися конфіденційними і використовуватимуться лише для цілей розслідування. Прийняте за результатами розслідування рішення буде негайно повідомлене редактором усім сторонам. У випадку виявлення плагіату всі сторони будуть проінформовані про заходи, які будуть прийняті. Зокрема видавцем можуть бути вжиті наступні заходи:

– Видавець інформує завідувача кафедри, декана або наукового керівника автора, що здійснив плагіат.

– Автору, що здійснив плагіат, буде запропоновано написати офіційного листа авторам оригінальної роботи, авторські права яких були порушені, з визнанням фактів плагіату і вибаченнями.

– Якщо стаття вже була опублікована, Видавець розмістить повідомлення про плагіат, ґрунтуючись на результатах власного дослідження та видалить доступ до повного тексту роботи. Сама ж стаття буде зберігатися в базі даних Видавця для проведення майбутніх досліджень або юридичних цілей.

– Якщо плагіат виявлено на етапі подання, стаття може бути автоматично відхилена редактором без подальшого розгляду і без проведення будь-якого подальшого розслідування щодо плагіату. Крім того, автору (авторам) буде надіслано лист-попередження, в якому також будуть розкриті основні положення політики журналу щодо плагіату.

Якщо автори відмовляються виконувати вищенаведені вимоги (наприклад, вони відмовляються написати офіційного листа з вибаченнями), або якщо в процесі розслідування виявлено численні порушення авторських прав одними і тими ж авторами, журнал зберігає за собою право ввести додаткові санкції, такі як автоматична відмова від прийняття до друку всіх поточних і майбутніх матеріалів цих авторів протягом тривалого періоду часу.

The fundamental principle of the editorial ethics of the Scientific Journal Economic Herald. Series: Finance, Accounting, Taxation is a respect for intellectual property rights.

To identify the author of the scientific work, the editorial board uses the unique identifier of ORCID scientists. This system makes it possible to identify scientific papers written by different scientists with the same names and surnames.

DOI (digital object identifier) – the scientific articles are assigned digital object identifier.

Plagiarism, in which one misrepresents ideas, words or other creative expression as one’s own, is a clear violation of such ethical principles.

To prevent plagiarism the materials sent for publication in the scientific journal are verified by all means available to the editorial staff.

Articles, submitted for publication in Journal, are checked by all accessible means to prevent plagiarism. 

All authors are responsible for the content of articles published by University of the State Fiscal Service of Ukraine. Hence, it is the responsibility of each author to ensure that articles submitted to Journal attain the highest ethical standards with respect to plagiarism. Any similarity of the material with the text of published works or doubts in plagiarism should be immediately reported to the editor.

To inform Publisher of alleged plagiarism, send email to Editor of the journal. The following is the minimum information required for Publisher to initiate a plagiarism investigation:

1. a) The names and contacts of the person(s) making the claim and their relationship to the allegation (e.g., author of plagiarized work, reviewer or editor of plagiarizing work).
2. b) A citation to the original article(s) (article title, author, publication title, date of publication).
3. c) A citation to the alleged plagiarizing article.
4. d) Indication of specific pages, sections, paragraphs in each work alleged as evidence of the plagiarism.

Once the investigation has been completed, the Editorial Board, based on a recommendation from the Editor, will determine the penalties to be imposed depending on the type of plagiarism.

All aspects of an investigation will be treated with the utmost regard for confidentiality. The names and contacts of the person(s) making the claim and their relationship to the allegation (e.g., author of plagiarized work, reviewer or editor of plagiarizing work) will be kept confidential and used only for the purpose and duration of the investigation.

Once a decision has been reached, it will be communicated to all parties immediately by the Editor. If plagiarism has been found, all parties will be informed of the penalties and the actions that will be taken.

When plagiarism has been found to have occurred, Publisher will take the actions listed below as determined by the type of plagiarism.

Publisher will inform the Department Chair, Dean, or supervisor of the authors of the finding of plagiarism.

The authors will be asked to write a formal letter of apology to the authors of the plagiarized article, including an admission of plagiarism.

If the article has appeared in press, Publisher will post a Notice of Plagiarism based on the own investigation and will remove access to the full text. The article itself will be kept in the database for future research or legal purposes.

If the article is under submission, the article can be automatically rejected by the Editor-in-Chief without further revisions and without any further plagiarism investigation. In addition, a letter of warning will be sent by the Editor-in-Chief to the authors with a copy of the Journal Policy and Procedures on Plagiarism.

Should the authors refuse to comply with the above (e.g., if they refuse to write a formal letter of apology) or if it is determined during the plagiarism investigation that there have been multiple violations of any of the above forms of plagiarism by the same authors, Journal retains the right to impose further sanctions such as automatic rejection of all current and future submissions for some extended period of time.
